Rutger (ルドガー Rudogā? lit. Ludger) is the mayor of Bluebell, and rivals Ina of Konohona Town in Harvest Moon: The Tale of Two Towns.

At the beginning of the game, he and Ina argue about which town the player should live in when they are found on the mountain. He is a cheery, usually laid-back guy, except for when talking to Ina about which town is better. He is fiercely competitive at the cooking festivals although he and Ina get along better as time goes on. He lives in the upstairs part of Bluebell's Town Hall with his wife, Rose. He can be seen most days at the front desk of Bluebell's Town Hall.

In Year 2, Rutger will post a request on the Bluebell message board for a Master Rod. This will allow the player to catch larger and rarer fish.
